    I am sick over this whole thing with the judge candidate in Richmond.  Delegates I respect and admire greatly led the drive to keep Tracy Thorne-Begland off the General District Court.  I understand their reasons – the fear of judicial activism – that is not illegitimate BUT it is unlikely that a court NOT of record can have any meaningful impact on the laws of the Commonwealth.  But I am afraid it backfired.  Furthermore, it is not right to reject a judge solely because he or she is gay.  Tracy Thorne-Begland said he would not vote on gay-related issues.  I do not know him but trust him to be a good judge.     The first two questions were dealing with helping small businesses grow and thrive. Jackson wants to get businesses out of the way. Allen has worked in small businesses and with them. He echoed the statements of Jackson about the regulations and red tape from local, state and federal government. Allen criticized Tim Kaine on his record of thwarting small businesses. Marshall enumerated several bills he authored that helped protect small businesses avoid unnecessary regulation.     Jamie Radtke opened the debate with her opening remarks and used most of the time to attack George Allen on his past votes and call for a smaller government. Bishop Jackson’s opening remarks focused on the job losses in Hampton Roads and the military status of the area. Jackson lamented the lack of coverage for his campaign from the local media.     RICHMOND—Governor Timothy M. Kaine announced today that the U.S. Secretary of Agriculture has designated Amelia, Amherst, Bedford, Campbell, Dinwiddie, Halifax, Louisa, Nelson, Nottoway, Pittsylvania and Prince Edward counties primary natural disaster areas because of reductions in farm production caused by drought and excessive heat that occurred this calendar year.



    These disaster designations make farmers eligible for low-interest loans and any supplemental relief that might be provided by Congress in the future.
